I'm surprised this isn't winning hands down. At the moment this is essentially down to TNP, so I looked on their forum to see what they're saying. They really don't like it when a proposal includes arbitrary numbers like the 6 year implementation scale, and it's been said GA #7 makes this superfluous (though I think if that were clear cut it would have been ruled illegal for duplication), Their public vote is pretty close though, and if it swings the other way Siwale will reverse his vote.
