I would also support changing opening and closing to a three-fifths majority, or at least some figure that were both more than half and also consistent across actions, if only for expediency. I think it's important to view these (and most) changes as practical, simple improvements to the system based on evidence and experience, not as an eternal, flawless panacea for every single eventuality and contingency, real or imagined. In other words, if we find that something doesn't make sense, I'm sure Mt. Seymour, et. al. would be more than willing to revisit the issue in good time and look at things anew, should the circumstances impel us to do so. In the meantime, I think this set of proposals is a good set of common-sense tweaks to the system. My only input would be to advise simplicity to the extent possible, such as by standardizing the passing threshold for voting actions. The quantity is of secondary importance to me, personally (i.e. 3/5ths, 2/3rds, etc...).
In the end I'm happy to also support it as-is, since it's better than the current system, I think. :-)
